Sort of yeah, you could make an HQ wherever you were, but there would be conditions of course. First, you would need a few of your men nearby, second, you would need ammo boxes/crates/cylinders dropped by either trucks, jeeps, or planes (like C-47) and finally have it set up in a "building" either a house or apartment in the city or a farm, windmill, or tent or even camo gazebo/nets set up by the soldiers (although this is a tad complicated).
The HQs would give the leader the possibility to spawn and build radio outposts, sand bags, mortars, foxholes, HMGs, barbed wire, dragon teeth (for vehicles) all within the range of the ammo crates. The HQ would be a place where soldiers could spawn on.
