Treating binoculars like scopes?

Many games implement binoculars so that when you look through them, your vision is black save for the view through the binos themselves. Anyone who's ever used binos knows this isn't the case, and that looking through binos is like looking through a scope. Is this possible in TW? Will scopes be PiP, and if so, can binos be so as well?
