Maybe a mission editor?

Like the title, maybe there could be a mission editor like in arma 2, where you can create your own missions. I think this could be cool, but might be difficult.

Maybe something closer to that of GTA V or Far Cry 3, for accessibility's sake, but that would be nice. Of course, then you'd have to have something the automatically downloads maps, or else you end up with empty servers.

It already exists, it's the Cry3 map editing software.

Yeah I don't think that will happen any time soon. While it would be cool to have and implement for the community, our maps take a lot of time to balance and get them right within the premise of a historical backdrop. So we have our hands quite full with stuff that is higher on the priority list. We'd rather make sure we provide a solid experience for the players instead, in order for us to get closer to a release. Once that is out of the way, who knows?

I was thinking more along the lines of deathmatch, but I wouldn't mind racing Cromwells.

Sounds like what you're talking about is gamerules rather than levels. Gamerules such as Deathmatch are (mostly) created in LUA so would require some scripting experience to create your own.
