I think your right actually. To my knowledge there wasn't a uniform allied phonetic alphabet until the NATO standard was introduced although I'm sure Mudra is about to correct me on that.
For interest the full British phonetic alphabet in 1943 was:

There's a few similarities to the NATO version but also enough differences to make it tricky to remember for some of us
